New Imperatives for Elementary Education

It is not enough to cite near universal access to elementary education or point to the successful passage of the Fundamental Right to Education Amendment. Efforts to ensure equitable and relevant elementary education need to factor in issues such as establishing schools as responsive institutions, developing curricula that cater to cultural and local specificities of communities, and going beyond the technocratic and bureaucratic management of the education system.
