Nature of Poverty and Identification of Poor in Small and Medium of Towns
The study was commissioned by the Ministry of Housing and Urban Poverty Alleviation and the Planning Commission, Government of India to provide inputs to the Steering Group on the Identification of Urban Poor under the chairmanship of Prof. S.R. Hashim. The project aimed to understand the nature and dimensions of poverty in small and medium towns and develop visible criteria through which the urban poor can be identified. The project involved primary research in six small and medium towns, each from a different state. A primary survey of approximately 2200 households was conducted and 50 focus group discussions were conducted across the six towns. The six towns were Parbhani (Maharashtra), Bidar (Karnataka), Mansa (Punjab), Madhubani (Bihar), Jangaon (Andhra Pradesh) and Pakur (Jharkhand).
