Summary: The evaluation was conducted to assess the effectiveness of welfare schemes for over 50 lakh Beedi, Non-Coal Mines, and Cine workers, focusing on housing, health, and education.
The study evaluates schemes related to housing subsidies, healthcare facilities, and scholarships, using data from Gujarat, Karnataka, Madhya Pradesh, Jharkhand, and West Bengal. A mixed methods approach was employed, including qualitative and quantitative data, along with secondary information from regional labour offices.
The schemes have positively impacted the marginalized population by improving infrastructure, service provision, and financial support. Targeted schemes ensure benefits reach the intended beneficiaries. However, there is a risk that the needs of illiterate and voiceless individuals may be overlooked. It is recommended to continue the Labour Welfare Fund schemes and enhance their services to better address the needs of Beedi, Non-Coal Mines, and Cine workers.
